Somebody in the family says “only a CA can sign tax papers”, and the student panics. Here is the actual legal position.
Quick answer
Yes. A qualified CMA can file GST returns for clients as an enrolled GST Practitioner, and can represent taxpayers before the Income Tax Department. What a CMA cannot do is sign a tax audit report under Section 44AB — that is still reserved for Chartered Accountants. Cost audit is the reverse: only a Cost Accountant can sign it.
GST: a CMA is eligible as a GST Practitioner
Rule 83(1)(c)(iv)(b) of the CGST Rules, 2017 names the Final examination of the Institute of Cost Accountants of India (ICMAI) as a qualifying exam to enrol as a GST Practitioner.
Once you are enrolled and a client authorises you, you can furnish GSTR-1 and the monthly, quarterly and annual returns, file refund claims, amend or cancel a registration, submit ITC-04 challan details and furnish information for e-way bills. This is routine paid work for CMAs in practice across Tamil Nadu.
Income tax: representation yes, tax audit no
Under Section 288(2) of the Income-tax Act, 1961, a Cost Accountant is an authorised representative. You can prepare and file returns and appear for a client in assessment and appeal proceedings.
But the Explanation to that section defines “accountant” for audit purposes as a Chartered Accountant. So a CMA cannot sign the Section 44AB tax audit report. ICMAI has made representations to have Cost Accountants included; as of now it has not happened, and you should not join the course expecting it to.
| Work | Can a CMA do it? |
|---|---|
| File GST returns as a GST Practitioner | Yes |
| Represent a client before income tax authorities | Yes |
| Sign a Section 44AB tax audit report | No |
| Sign a cost audit report under Section 148 | Yes — only CMAs can |
Why this came up this month
On 6 October 2026, ICMAI published a circular from the Office of the Executive Engineer (REW) Bandipora, Jammu & Kashmir, accepting documents certified by Cost Accountants — GST documents, income tax returns and financial statements — where they carry a valid UDIN. You can see it on the ICMAI updates page.
One office is not a change in law. But this is exactly how a CMA’s signing rights widen in India — department by department, authority by authority.
What it means if you are studying now
Treat the taxation papers at Intermediate and Final as career subjects, not just exam subjects. GST compliance work is where most CMAs in independent practice earn their first regular fees, long before cost audit assignments start coming in.
At Masters Professional Academy — CMA coaching in Coimbatore, Peelamedu — we teach the taxation papers with the filing work in mind, because many of our students go on to handle GST for small businesses while they finish Final. If you want the wider picture, read CMA practice in India and what a cost accountant actually does.
